Warning: 7 years imprisonment for fake mobile device registration

Warning for everyone! The Federal Investigation Agency (FIA) is tightening the noose around those involved in fake mobile device registration by arresting people for fake Identity and changing Mobile IMEIs.

They have likewise cautioned each one of those individuals found guilty, whether retailers or clients found associated with the fake mobile device registration. They will confront imprisonment, fine or both. These disciplines could be as long as 7 years detainment, ten million rupees fine or both.

As per the sources, it has been seen that numerous cell phone sellers in Pakistan have started fake registration through the phoney or stolen identity of International travellers to sidestep PTA DIRBS framework.

The passport information of expatriates is accessed through travel agents and is used to register phones of customers in Pakistan. They charge anywhere between Rs 2000 and Rs 5000 per handset for it.

The Pakistan Telecommunication Authority (PTA) has reported it to the Federal Investigation Agency (FIA) and the issue was also highlighted by different segments of the society particularly in the Senate subcommittee meeting on IT & Telecom.

FIA has arrested some people in connection with it and has started investigating the matter. More arrests of shopkeepers are likely to follow.

A senior lawyer associated with such issues told that according to the PECA rules, if anyone is caught misusing the credentials of international traveller for mobile registration & reprogramming of IMEI can receive imprisonment for up to 7 years, fined or even both as it falls under the definition of  Criminal Act.

Anyone involved in fraud or found guilty of damaging an information system will be punished according to PECA rules.

For reader’s information, “damage to an information system” means any unauthorized change in the ordinary working of an information system that impairs its performance, access, output or change in location whether temporary or permanent and with or without causing any change in the system.

The various Offences and Punishments that do apply as per PECA rules under the Criminal Act that relates to the registration of mobile phones under stolen Identity of international travellers or changing/Duplicating IMEI are:

  • Unauthorized copying or transmission of critical infrastructure data. Whoever with dishonest intention and without authorization copies or otherwise transmit or cause to be transmitted any critical infrastructure data shall be punished with imprisonment for a term which may extend to five years, or with fine which may extend to five million rupees or with both.


  • Interference with critical infrastructure information system or data.-Whoever with  dishonest  intention  interferes  with  or  damages,  or  causes to be interfered with or damaged, any part or whole of a critical information system, or data, shall be punished with imprisonment which may extend to seven years or with fine which may extend to ten million rupees or with both.
