Access given to Hafiz Saeed to frozen accounts is legal, says US official

The assets of proscribed Jamaatud Dawa Chief were frozen after United Nations General Assembly imposed sanctions against him under Resolution 1267. In a later decision taken by the mid of August, the UNGA granted permission to the Hafiz Saeed to access to his account to meet out the personal expenses.
Pakistan’s plea on behalf of its citizen Mr. Saeed was accepted after no objection was received from any member to give him access. Saeed was arrested by the Counter-Terrorism Department in July this year and is still in custody as a part of the government’s efforts to crackdown against the banned organizations.
The decision allowing him to access his bank accounts was disclosed earlier this week when US State Official Alice Wells mentioned in a news briefing that the decision of granting him access was legal.
“This is actually a positive step. Countries are required under the obligations of the listings that for any UN-designated individual that you account for whatever money flow is permitted, for instance, the family’s expenses of Hafiz Saeed,” Dawn quoted Ms. Alice as responding to a question why the US did not oppose Saeed’s request to withdraw money from the accounts despite being enlisted among the proscribed individuals.
Ms. Alice also said that having these submissions indicates a level of transparency and a fulfillment of a key requirement of FATF, adding that the step is welcomed. Saeed, currently, is a declared Designated Global Terrorist and is also on the list of proscribed terrorists of the United Nations.
