Grade 1 to 16 employees still not issued special allowance notification, despite PM Shahbaz Sharif’s green light

Currently, the federal government has been stuck in a financial rut, which has led to difficulties in issuing a notification for the upgradation of government employees. Earlier in January 2023, PM Shehbaz gave the green light to a special dispensation allowance for employees from grade 1 to grade 16. Although the PM has approved of this notion, the employees are still waiting for the government to launch an official notification.
Government employees not given special allowance notification
If the official notification is granted and the move is practiced rightfully, then it means that the proposed upgradation grants these employees just the same privilege as provincial government employees. Likewise, they might also get an increment and the continuation of other benefits and facilities. The initial plan was to implement the new salary scales from the beginning of 2023, meaning that the national exchequer had to incur an additional expenditure of Rs500 million.
It is important to mention that for many years, federal government employees have been fighting for an improvement in the service structure of their cadres through unions and representatives. A majority of these demands presented by the employees or the organizations included seeking parity with the benefits that have been granted by the provincial government.
PM approves of special allowance for federal ministry employees
PM Shehbaz Sharif approved a special dispensation allowance for grade 1 to 16 employees. According to news sources, this step was taken for employees working in federal ministries or divisions. However, it didn’t include the employees of the President’s Secretariat public, along with personal and PM office public and internal.
Federal government employees demanded an upgradation for the post of lower division clerk and upper division clerk from BPS-09 to BPS-11 and BPS 11 to BPS 14. Similarly, they also asked for higher pay scales for employees in BPS 01 to 05, along with a grant of one higher pay scale for employees in BPS 06 to BPS 16.
