Punjab Home Minister Atta Tarar said that they have decided to declare an emergency because of the disturbing rise in reported cases of sexual abuse against children and women.
Will hold meetings with intelligentsia, academia, media, women's rights organisations, members of civil society and declare emergency regarding rape and sodomy cases.

While talking at a press conference at the PML-N headquarters, he said that the increase in such incidents is a matter of serious concern for government officials and society as a whole. He added that four to five cases of such nature are reported in Punjab daily, hence the government is considering special measures to deal with abuse, coercion, and harassment.
”To deal with rape cases, the administration has declared an emergency,” he said. All cases will now be reviewed by the Cabinet Committee on Rape and Law and Order.
The Minister said that attorneys, teachers, women’s rights organizations, and civil society will all be consulted to find a ‘solution’ for the growing problem. Tarar urged parents to teach their children the importance of safety, and not leave them alone at home without supervision.
Tarar emphasized that the accused culprits had been detained in cases, the government has launched an anti-rape campaign and students will also be taught about harassment in schools. He said that it is time for parents to protect their children, further adding that the government will raise the number of DNA samples on a fast-track basis.
”A system on abuse will be implemented in two weeks, reducing the incidents,” he reported.
