The Pakistan Telecommunication Authority has stated “Type Approval Technical Standards Regulations 2021,” allowing the import of only five mobile devices in a year by an individual for personal use.

The high commissions and embassies will record their Certificate of Compliance (COC) request to import telecommunication equipment. However, they will have to request type permission for terminal equipment after providing the required documents (sample & fee) to the PTA.

Moreover, the IMEI for the device(s) will contain only GSMA issued Type Allocation Code (TAC) excluding placed in the blocklist by the Authority.

Mobile devices that contain duplicated counterfeit will not be approved for the issuance of the COC by the PTA.

The PTA has the right to cancel the COC issued if the product being imported is found to have manufacturing faults, hazardous to health safety, and not complying with standards stated at the time of the grant COC.

As per the Type Approval Technical Standards Regulations, all type approval holders and persons importing PTA type-approved mobile devices for sale shall guarantee that they will establish a customer service after-sales mechanism to facilitate their customers. They are also required to obtain the COC for components imported for the after-sales provision by the PTA.

For devices operating in the VHF frequency bands, the type approval holder will guarantee that the equipment is marketed to the PTA license holders and devices are registered within the allocated frequency band only as per license limitations.

Furthermore, the regulatory body will provide a monthly report for such device sales and end-users and the PTA license details.

For mobile devices operating in the HF and the UHF frequencies band, type approval will be conferred to provide the PTA-issued license. The device will be programmed within the allocated frequencies band and output power as per license conditions.

For equipment for maritime functionality, authorization from a Pakistan Maritime Security Agencies along with an issued license from the PTA is required.

In the case of the petitioner being a foreign entity, the applicant shall provide the following documents as part of the type approval process issued from their country of origin:

  1. Company registration.
  2. Authorization from the board of directors to apply for the PTA type approval.
  3. Details of the stakeholders.

Copy type approval certificate may be issued by the Authority subject to the following:

  1. Provision of request on type-approval holder company letterhead. 
  2. Provision of an undertaking declaring the reasons for the requirement of duplicate certificates. 
  3. A security fee for the prescribed processing.
  4. Copy of intimation to the Pakistan Telecommunication Authority of the original lost certificate. 
  5. Copy of the already issued type approval certificate.
