Six departments of the Ministry of Science and Technology running without a head

The Pakistan Standards and Quality Control Authority’s corruption matter was also discussed in the committee meeting.

In a Senate Standing Committee on Science and Technology chaired by Mushtaq Ahmad Khan earlier this week, it was revealed that six organizations of the Ministry of Science and Technology have been running without a head. Due to the absence of an authority figure, the performance of the departments is being hampered.

The attendees of the meeting included Senator Hidayatullah, Muhammad Asad Ali Khan Junejo, Kamran Michael, and senior officers from the Ministry of Science and Technology, The HEC, PSQCA, PCSIR, and COMSATS.

Various issues of importance were discussed in the meeting, including irregularities in the seniority list of The Pakistan Council of Scientific and Industrial Research (PCSIR), details of the ongoing corruption cases at Pakistan Standards and Quality Control Authority (PSQCA), and pending promotion cases at both organizations.

At the beginning of the meeting, members were informed about resolving the irregularities in the seniority list of the PCSIR officers’ matter. The status of ongoing projects was discussed. The development of an ecosystem for the promotion and glamorization of Science and Technology was considered.

Mushtaq Ahmad informed the committee that a list of eligible promotion cases had been devised and submitted. He suggested that a timely promotion system should be formulated so that disputes do not arise.

The Pakistan Standards and Quality Control Authority’s corruption matter was also discussed in the committee meeting. It was highlighted that seven corruption cases are being worked upon, and a strict notice of corrupt officers is being taken. Regarding the development, the Committee Chairman said:

It was recommended one year ago to suspend corrupt people. If corrupt officials are still sitting in high positions, how will the investigation ever be transparent?

The suspension of two officers was immediately directed. Moreover, it was decided to send the case of ghost employees sitting abroad and receiving salaries to NAB and FIA, so the associated political authorities can be arrested.

Education endeavors were also discussed in the committee meeting. HEC was directed to withdraw the court case against the dual degree program by COMSATS so that the project can progress.

Mushtaq Ahmad lauded many ongoing projects under the umbrella of MoST. He said:

Steps must be taken to enable on-time completion of these projects, as their advancement is imperative to the country\\’s progress.

The details of developing an inner ecosystem governed by a common platform were reviewed to promote science and technology. The Chairman Committee said:

National Commission on Science and Technology\\’s (2002) meetings should be conducted regularly to pave a way forward.
